City of Exile
This sprawling metropolis in the Outlands was founded 20 years ago by the refugees from Minute Plumbing. The city has held off minor assaults by minions of Quanthosk'alys thanks to the floating parapets and the tsunamis of Osenia, Goddess of the Waters. Exile is notable for its beautiful marble buildings. The most striking feature of the city is the marble parapets and outer defense wall, which hover in the air with nothing below. Pristine waterfalls cascade from some points into the city below. Exile is a canal city at its heart. The most prominant features are the four great marble buildings located in the central quad around elaborate fountains.

The Central Quad:
1. The Exile Council. This council, headed by the goddess Osenia, is the governing body of the city. Vostok has a perminant seat on the council.
2. The Palace of Osenia. The water goddess of Aluria's Divine Realm. This large open palace is filled with marble columns and is the sourcewater for the city's canal system.
3. The Exile Garrison. This military stronghold houses Exile's soldiers. Vostok commands the Exile Garrson Vanguard.
4. The Grand Theatre. Build at the behest of Valeria, The Grand Theatre is a waypoint for higher culture in a city of ne'er-do-wells. Like the ramparts of the city, the theatre hovers two stories off the ground. It is connected to the ground by spiral marble staircases. A large pond stocked with tropical fish is directly below the Grand Theatre.

Valeria & Zhangar's Bar: A rowdy bar known for having the best stage entertainers and bards around; it is in the upstairs of the bar where an intelligence war is being carried out against Quanthosk'alys.

The Shining Blades HQ: Somewhere in the city, the Shining Blades have a HQ, and have already filled it will an assortment of oddball magical doors.

The Slashka Caves: Beneath the city, Slashka have carved out crude caves to better suit their shamanistic lifestyle.

Osenia's Ring: The city is ringed by a moat of pristine water 3 feet deep and 15 feet wide.
